Fix Fullscreen issue on windows handhelds
1) Lunch game, wait for title screen to load, press left stick down to open settings

2) Open "Graphics", scroll down to "Advanced Graphics", set "Advanced Settings" to Unlocked, set "Graphics API" to DirectX 12, Apply Changes

3) Close the game, lunch it again, go to Graphics settings, set "Screen Type" to Fullscreen, set desired resolution, Apply Changes
