This is an evolving wonder, the Louvre (as a castle) can be built in Medieval Era, and it can be evolved into Louvre Museum with the project unlocked by Cultural Heritage.
It allows double Encampments and Theater Squares to represent its early purposes, and they can be enhanced as cultural landmarks with Louvre Museum's abilities.
I can't think of any way to "fix" it.
