yup, true. rockstar was too lazy to remove the anti piracy measures for the steam release so they used a cracked .exe, but they fked up because steam launches manhunt.exe, which is the version of the game without the removed piracy protection so basically you cant even complete the first level unless you replace manhunt.exe with testapp.exe or use community made patches (very recommended) that do it for you

fun fact: you can open up testapp.exe in HxD, use ctrl + F and find "RzR", which is the crack group's tag

correct me if im wrong but if im going off what I've read online its not actually a cracked copy its just a fucked up port that rockstar's selling

i can't even navigate through the main menu, buttons nor touchscreen work [playing on steamdeck].

I am just amazed that we live in a time when a company can dig up a pirated copy of its IP and sell it with the notion that it's fully playable, only to have you get trapped in the first room of the game because the gate will never open, with no explanation. It's a one minute hotfix but it's still hilarious.
