Report a translation problem
1. you gain steel and stone by building districts but you have to spend one resource to gain it on the 'other' side. So first thing you do is use 2 stone/steel to have 4 of one the resources. When you have your first lvl 3 city build a district with it. Thus you keep gaining until you have enough for 7 steel/stone to use the valuable matters of state.
2. You'll have enough gold for both catay and lustria. Expand in Lustria and use funds to build a second army in catay. Wait until you have a full stack in catay before you expand there. Use your funds to build your third stack in Lustria. By that time you'll have a confederation in Catay so'll have your fourth stack in Catay
