Make sure you have installed Assassin's Creed III Remastered
STEP 2
Click Play button
STEP 3
Choose Play Assassin's Creed Liberation Remaster and click blue Play button

IF YOU DON'T HAVE "CHOSE WINDOW" WHEN YOU CLICK "PLAY" - LOOK STEP 4
STEP 4
1) Right-click to Assassin's Creed III and go to Properties
2) Go to General, then set Ask when starting game at the Launch options
3) Repeat STEP 3

This was very helpful, I could never find Liberation on my own. I made sure not to play AC3L until I Finished AC3 Remastered today by getting the final An Extraordinary Man achievement.
