Roadkill Rampage

Beskrivning
Makes the VVE tier 1 tank, Roadkill, much cheaper to build.

Why? Because I feel like there's very little point in using it when it isn't all that much cheaper than the tier 2 tank, which can be unlocked very shortly after the Roadkill.

Also, who doesn't want to spam cute little Leman Russes against their enemies?

I did this partially because I'm not a fan of the intermediate vehicle parts system.

i agree it should be cheaper but it should at least require an engine
