Jet Dash is pretty bad, it's basically guaranteed to be blocked due to how long it takes to start up, reducing the time it takes to start up and maybe tweaking the knockback to send the opponent roughly where Kirby is going could go a long way.
Spark is extremely powerful, trapping your opponent into a sea of torment due to the fact that it can be spammed.
Tornado is pretty situational, but the real problem with it is the damage, dealing around the same amount as Overhead Slash while having worse start up and (most of the time) less combo potential.
Double Jump sends Kirby flying into the air at record speeds, almost like he used Super Jump mid air, that should probably be tweaked to be slower.
Reflect guard is pretty strong itself, basically being a "get out of combo free" card if you aren't confident enough that the cowboy you're fighting will use Horizontal Slash and not Ankle Cutter.
But for your first character, Kirby is surprisingly balanced!
