You need the full game and demo version.
1.Copy the config file from demo folder:
\steamapps\common\th19tr\th19.cfg
2.Go to full game folder:
\steamapps\common\th19\
3.Replace th19.cfg with the copied file.

Now you can rearrange key buttons however you want, it will work and the game won't forget the settings.
