As far as I can tell, this is ONLY obtainable as a (the?) reward from solving the Amazon Deforestation crisis card, which is why it's understandable that it was missing from your charts.
Again, good job! I hope this prevents at least one person from losing their mind trying to figure out which card(s) they were missing like I did XP
