Suggesting you to uninstall Overwatch® 2 will be too cliche so lets move on to next step, but you can do that if you want.

First step

Open Options, Social, Text chat and disable all chats except group chat.

Congratulations

Now you really won't care if you get matched with toxics.

But how would I communicate with team?

To communicate with team you can just use voice commands such as "Group up", "Fall back", "I need healing", etc.
You can configure this in Options, Controls, Communication

P.S. If you really want to share precise information in competitive - voice chat is most efficient way.
As Artuks mentioned in comments, most of toxics only use text chat and rarely voice chat, but if that happens - just mute them.

Conclusion

Believe me, I had many hours in Battle.net, and with this simple trick Overwatch® 2 experience became nicer for me.

Step 1: uninstall the game
Step 2: play Tf2
Step 3: dont buy anything and chat will be removed
simple better game and it alr has chat removed for u!
