Operated by a skilled crew of three, the BLZ-259 SPAA's capabilities are maximized by their individual roles. The driver skillfully navigates the vehicle, ensuring swift and precise maneuvering on the battlefield. The commander takes charge of commanding the SPAA and its crew, managing communication via the onboard radio system. Additionally, the commander oversees target selection and situational awareness, ensuring efficient coordination during engagements. The weapons operator, stationed in a dedicated position, is responsible for operating the sophisticated weapons radar system.

The SPAA's weapons radar is equipped with a range of 5 kilometers, enabling it to detect and track airborne targets effectively. However, the true firepower lies in its surface-to-air missiles. These advanced missiles have the capability to autonomously track targets if they initially miss, enhancing the SPAA's effectiveness in engaging fast and agile aerial threats.

Beyond its primary anti-aircraft role, the BLZ-259 SPAA can serve as an armored personnel carrier, providing transport for up to 8 personnel, excluding the crew. Although the armor protection is relatively low, being designed to withstand machine gun fire and grenade attacks, this dual-functionality allows the vehicle to swiftly transition between anti-aircraft missions and troop transportation, enhancing its tactical flexibility.

The SPAA is equipped with a small yet highly efficient engine that provides a supply of 600 liters of fuel. While this might appear limited, the engine's exceptional efficiency allows it to operate effectively for extended periods without frequent refueling. However, it's worth noting that as the engine works, it gradually becomes louder due to its design.
