I'm an experienced Steam user, so let me add more details. While playing the game (or crafting a booster pack), you have a 1% chance of dropping a foil card, which adds to its rarity. Also, if the foil badge is from an event like the Winter Sales, you can actually go beyond level 1. You can literally (in that case only) upgrade to the Infinite and beyond!

Well a foil badge is like a rare and expensive version of a normal badge and you cannot upgrade to higher level and gain XP unlike a normal badge.
