What I can think of in this situation
A) On Windows system you can use a virtual keyboard. I've just checked, using windows virtual keyboard works.
See if there is a ~ key on your virtual keyboard (it can be in characters section). Boot OS, then alt-tab and open your virtual keyboard. Get back into the game, find ~ on your virtual keyboard and press it (after you've enabled advanced mode)
If there are no ~ key on your keyboard you can probably add a new language and/or keyboard layout that supports this key. I have en/USA language set and it suports this key (under "&123" then ">" to see more characters)
If you want I could add you on steam so we could message it over in a chat.
B) Maybe try some remapping tools to bind ~ key to some other key or a mouse button (if supported)
C) Create a thread in the game community hub describing this, asking a game developer to take a look and maybe fix this
I think it's worth to create a thread anyway, maybe the dev will look into it

Unless you have a differently built keyboard it should be this key
Enable advanced mode, just go to top left power icon > settings > advanced mode > turn on . After that the console should open without issues.
