I think that Bloated is quite overpowered, but only on heroes due to how HP relates to armor. It's not that great on infantry.
In conclusion the chance of a boon triggering increase with the number of boons available(researched)?
At times it seem that a unit can get more than one Boon at a time and when having the upgrade which add missing boon units built start with 2 Boons (I think, but at least one)
Personally and from my own experience I don't like Bloated as it very rarely trigger, the same is for the other Boons. I use my Daemon Prince to fill in the blanks just to realise it's mid or end game which means all my infantry is obsolete anyway. :(
