How was this data collected? Empirical testing or some sort of code deep-dive?

I've gone past 2010 once, via the console command "SKIP_DAYS"
The development team size appears to increase and sometimes decrease when I do so.

Aside from that, this is all for 2010; I'll be working on the other start years... whenever I feel like it.
