You have to have the sandbox DLC otherwise it won't work.

Step 1: Open the game
Step 2: Click "New Game"
Step 3: When you choose the name, check "Sandbox Mode" at the bottom of the screen
Step 5: Click on "Start Game"
Step 6: Play the game as normal.
