If not, my best suggestion would be to do these in order:
1- Verify the integrity of game files through Steam, or just reinstall the game altogether. Then activate "Synchronization" in the settings to enable v-sync.
2- Activate DirectPlay (guide above) and test again. The game might need legacy components after all.
As for that error message in the log, it's not related to the issue. The game simply tries to find a file called "params.xml" which should be located in the data archive of the game. That file does not exist, which returns an error as the result, but seems to have no effect on the game.
