New Starting System: Gateway

Adds a custom starting binary system to the game, called Gateway. It can be accessed through the empire creation tab.

System Layout:

Gateway A: G-class Star
1. Vulcan: molten world
2. Rhea: starting planet, continental
2.1 Companion: cold barren moon
3. Solitude: barren planet, rings, terraformable
4. Balance: gas giant
4.1 Order: frozen moon
4.2 Chaos: toxic moon
5. Horizon: gas giant, rings
5.1 Beacon: molten moon
6. Gatekeeper: cold barren world, very distant


Gateway B: M-class Star
7. Wisdom: arctic world
8. Knowledge: cold barren world
9: Curiosity: frozen world

UPDATES:
v1.2: bug fixes
v1.1: went around bug where Wisdom is not terraformable. It is now an arctic world. Cleaned up script and added guaranteed systems
