The most common problems for a lot of games on PC is that some people don't actually install all the drivers needed to running them, as either they assume they did, have forgotten to do so from either new builds, fresh installs, or just never though of doing it ever for whatever reason.

You want both x86 & x64 install of Microsoft Visual C++ from 2005 to 2020. Can find it all here from microsoft website.

Next you want to google search for the latest version of Nvidia physx, yes this can work with AMD GPU's as well, some games uses it such as the batman arkham asylum, or etc where you can't get far in the game due to missing physx support it rely on, or to fix the visual effects.

Now you want to install .NET Framework you want both 3.5 version and 4.8 or newer than 4.8, as 3.5 can work with older games, and 4.8, or higher is for newer games. DOWNLOAD ONLY THE RUNTIME, not the dev kit/pack.

You want DirectX installed if you don't have that done yet, normally should be downloaded inside of your Steam folder when download games, can be find here Steam\steamapps\common\Steamworks Shared\_CommonRedist\DirectX all have to do is run DXSETUP.exe, and click install, that about it.

Lastly is Microsoft XNA Framework Redistributable 4.0

Once have all that installed, you're basically cover for almost any games to run, now to fixing the game move onto Step 2.

Now this took me awhile to figure out as did a lot of testing, and found away to fixing the problem, and that is using DirectX9 to Vulkan layer support, it's really easy, and only need to do few things.

• You will need DXVK support files, this works for DX9 ~ DX11 games, in this case we only need DX9 file as this game uses DX9 pretty simple, so click on the latest version that for DXVK, check screenshot if not sure where to look.

  Download the dxvk-2.1.tar.gz, or whatever latest version, if you're unable to unzip, use winzip, or 7zip whatever one works for you.
  
  
• Once have downloaded, and unzip, this game is 32bit, not 64bit, you need to go into folder that say 32bit, do not go for 64bit as again this game is not 64bit.
  
  Now you want to copy only these two files dxgi.dll & d3d9.dll, and paste them in the root of the game folder, once you have done that, you're finish, the game will run as Vulkan.

Yes, just use a FPS limiter of your choice, can use rivaturner, AMD/Nvidia control panel to limit app FPS, anything as long it limits app frame rate, I use rivatuner being the easiest to use, as all you have to do is click add, select game .exe, and set X amount of FPS you want to limit it to, and display display so don't need see counter, and enjoy your game, make sure to run limiter before launching the game.
