Years of use of LIT-MO class ships as the main passenger transport led to their considerable wear and tear, prompting Outer Planets Consolidation to begin updating its transport fleet. However, by the time of the upgrade, the old generation of ships had become obsolete due to their technically outdated base, as well as expensive to build due to not the most successful engineering solutions, which led to the decision to start developing a new line of ships. The greatly increased number of inhabitants in Consolidation and the wide range of their needs led CBE - the Consolidation Engineering Bureau to the conclusion that one ship could not meet all needs and issued orders for several types of ships separately.

One of these ships was the Shuttle One (or S-one for short), the first ship designed entirely by the newly opened Nolen Aerospace, a division of Nolen Corporation, one of the founders of OPC. Designed to carry very important persons, this shuttle has only four seats, but is equipped with defensive systems to discourage potential attackers. The cabin is separated by a partition and the two-person crew has a good view of the space in front of the shuttle. There is access to a cargo container inside the cabin for passenger convenience, and the cabin is securely sealed.

The resulting ship has been used extensively by both officers and the wealthy inhabitants of the Consolidation. The Umbra modification of this shuttle can also be seen with members of the Consolidation Council. The ship's strong growth in the domestic market has allowed Nolen Aerospace to expand its production and research facility on the planet Killian, located in the Core Worlds. This, in turn, gave the opportunity to enter the external market and begin developing a whole series of personal ships and yachts
