I don't know why, but I didn't do the "Canyon de Chelly - Grand Bridge Pass" race and still got the achievement. At least, I don't remember running it separately, as a simple circuit race, outside of my career.
Just my experience, maybe a bug.

However, you don't need "jade reef" - it's the very first rally we encounter in the game, career mode.
