This guide will contain minor spoilers for the next 5 minutes or so of gameplay.

Step 1: Unlock every other item, and pay off your debts. The Fae outside the shop will talk about permits if you have reached this level.

2: Call the Bee. He'll tell you to meet him at the Cafe
3: Head to the cafe and talk to the bird. He'll say to head to Castle Marx
4: Talk to the head guard at Castle Marx. When leaving, a guard will ask you to buy him a snack
5: Buy the snack at the MT store, next to the post office, then head back. The snack will be taken, and you'll get an old drink
6: Give the old drink to the purple old lady in front of your store. She'll give you a tarrot deck
7: Give the tarrot deck to the witch in the apartments. She'll give you medicine
8: Head to the first town, and give the old lady in her house her medicine. You'll find an old coupon
9: Use the old coupon at the appliance store which is also next to the post office, you'll get a camera.
10: Talk to the Queen at Castle Marx, she'll want to know about her son
11: Talk to the fake prince at the auction, he'll ask you to meet him at the graveyard. The graveyard is to the east of the town, covered in fog.
12: Take a picture of the prince with the grave, then hide the body of the guy you killed.
13: Take the picture to the queen, then go to the Bureau to get a permit
14: The permit seller will be in the same opening as your store, hidden by some trees. Just head down to the benches.
15: After you place the permit, make sure to leave to castle marx asap. You don't want to sell it without talking to castle marx first.
The only person who will buy the permit is the Tax Collector, so if he's in the shop, don't place it. You can use the Open/close sign to ensure he won't come in. Alternatively, the game autosaves every time you enter your store, so you can use that as a safety net.
