You need to update AMD Adrenalin to 23.X version

Go to settings and turn off SSAO toggle.

After doing the previous steps, the game must work. But you won't be able to see the water.

Start the cossacks exe as Admin once to put it at a whitelist. Helped me with invisible and shaking Units.

I found it to be the new drivers problem. I have amd rx 550 gpu. I installed the 22.5.1 driver and now the game works perfectly fine. All other newer drivers suck and don't work.
