Neco Arc (Unfinished)

Neco Arc was going to be a goofy rushdown character who's existence isn't to beat you up but to annoy the hell out of you. She would have a multitude of different tools and abilities that seem unfair at a glance, but don't really do much to kill you.

She would have been able to call other necos that can assist in many ways (and be even more of a nuisance) just to be a jerk, but I've fallen out of interest in modding.

You're free to make your own neco arc, I'm just not interested in the process anymore.
