General performance optimizations
Put this game on an SSD instead of an HDD, it will reduce stuttering.

In windows settings:
Change ur power plan to "high/ultimate performance".
Turn on game mode.

If u have an nvidia gpu:
In nvidia control panel set "Use my preference emphasizing" to "Performance".
Also disable nvidia overlay in geforce experience.
Launch commands
Right click Insurgency Sandstorm in steam and select properties. Copy and paste the following launch commands (remove the ones you already have if you have any):

-USEALLAVAILABLECORES -NoGlobalInvalidation -dx12 -NOTEXTURESTREAMING

*If you exprience stutters with these launch commands, remove -dx12.
My graphics settings
This setup provides the best graphics/performance ratio for low-end systems in my opinion.

I enabled dismemberment to make it easier to notice when my headshots hit.

I set ragdoll count on "high" to indicate dangerous spots more easily. More bodies on ground = higher chance to die at that spot lol

I've GTX 1080 and I amazed how far this graphics card has carried me.

I mean this in the best way possible, but basing any given build's optimization on a system with a gtx1070 won't be smart unless you're rocking a 1000 series card yourself. It'll be a lottery whether any card from that series still works ok with most games since more and more devs will be looking to optimize their games for 3000 series and beyond. I'm on AMD, 6800XT. I get 240fps regardless so happily I won't be dealing with any headaches for now. The later stages of my gtx970 were a nightmare, ugh.

That said, kudos on getting up to 240 fps on a 1070! Sounds like you can squeeze some good performance from it still in 2024.

i have an i7-4790k, 16gb ddr3 ram, gtx 1070, ssd
another good thing is to run the game off of an ssd

Would like to know your specs. Stuff like this varies wildly, especially whether you're NVIDIA vs AMD.

does only Insurgency stutter for u or other games too? if other games stutter too, then it's not a problem in Insurgency in particular, but a problem in your system, in which case u should research general pc performance optimizations. such as: in windows settings, change ur power plan to "high/ultimate performance", if u have an nvidia gpu, then in nvidia control panel change "Use my preference emphasizing" to "Performance", disable nvidia overlay etc

stutter still happens

Was getting thermal throttling and struggling to get 60fps at 1080P.
Tried all these boosts and they help a little, but still overheating after an hour or so.
Running Mods over standard doesnt help either as fill up HD pretty quick which stops memory cacheing which is why you get fade outs.

After lots of research - best option was to buy a new rig. Not that my old one was bad, just not good enough. Now running 4070Ti Super and a 2TB MX2 SSD and getting a constant 180-200fps set at all maximum graphic settings.
Scorptec machine for about $3200 AU.

I'm running those options -dx12 -NoGlobalInvalidation
tried running on windowed bordeless, seems to works better with DX12?
but still with the recent summer heat, the performance is really unsteady

I don't know what's with this game but I consistently get a "DRIVER - HUNG" Error for Unreal 4, everything is updated and I use a GTX 1080 and I don't overclock anything on my computer. I've noticed that Unreal games consistently give out this error to me but nothing else.
