I am a huge bot enthusiast in games.
But this game drove me nuts before when I tried to get more bots.

I tried many videos and forums but those solutions never seemed to work.
The number of bots are always limited to the map, until I played around with the .ini files more.

Here's what I did:

Find the "RedOrchestra.ini" file in the Systems folder of the game:

Change all "MaxTeamSize=" value to 255
Save changes and set the file to "Read-Only" by right clicking the ini file and selecting properties.

Find the "Default.ini" in the Systems folder of the game:

Change all "MaxTeamSize=" value to 255
Save changes and set the file to "Read-Only"


I don't think this is necessary but this is what i did too:

In the Steam library under tools, I've installed a tool called "Red Orchestra: Ostfront 41-45"

Find the "Default.ini" in the Systems folder and:

Change all "MaxTeamSize=" value to 255
Save changes and set the file to "Read-Only"

*if you can't find the file easily, just type " ini " in the Search bar of the Systems folder*


After all that's done,
start the game,
select practice
and choose a map:

DO NOT SPAWN YET (I am not too sure if it will still work if you spawned but I'm going by what I did):

At the team selection screen,
Open the command line with " ` " and keep typing:

addbots 20

many times over and over until desired.
The extra bots will spawn slowly over time.

so far, I've only tested on Fallen Heroes and Durzhig but I was able to get 90 bots to spawn through this method.
