@metalvile @IceGlider: You are correct. Heat dissipation of the Blackbird arms is 3,4. The 'Improved Cooling II' perk adds 18% heat dissipation, making it a total of 4,012.

Seems that either the heat dissipation value for Blackbird arms in this chart is wrong, or they're so buggy that Improved Cooling perk doesn't apply to them. As proof, below is an image of Blackbird arms with tier 2 cooling perk, and yet their heat value is still 4.

Recommended to go to File -> Make a Copy so that you've got your own unique version that multiple people aren't fighting over. Might get around to expanding it to include modifiers such as perks and modules, but that's for another day.
