Purchase Returns Production Mod

---- Introduction ----
In the original Gameplay, when purchasing Districts or Buildings, those Production that has been spent will be wasted.
This mod returns certain percetage of Gold or Faith based on spent Production when purchasing Districts or Buildings.
This mod does not reduce price, you still have to prepare enough Gold or Faith when purchasing!

报一个bug,搭配总督莫克夏的能力神之堡垒时,使用金币购买建筑时只会返还信仰值而不会返还金币

ah, this is more like the "hurry up" purchasing mechanic used to work in Civ II
its good to see it return to Civ VI

@Doc_Furtado. Yes, the amount of Gold or Faith returned, depends on the purchase price AND how much Production you have spent on the districts/buidings.
