What is tunneling?
Tunneling is most frequently defined as hooking a single survivor on consecutive hooks while ignoring all other survivors.

What is camping?
Camping is most frequently defined as remaining in a close proximity to a hooked survivor to prevent the other survivors from unhooking (in order to secure the kill, hookstage) and/or get an opportunity for a "free" hit or down.

Is tunneling bannable?
No. This playstyle is a viable strategy in certain situations and does not break any rules.

But That's not Fair otherways, Game is based like Hide&Seek, not for Camping and not give chance for Survive...
