What is a Listen Server?
A listen server allows you to both be the host and a client on your own server. This is a great option if you just want to quickly get a game running with some friends without going through the hassle of downloading the server software.
How to Create a Listen Server.
Step 1: Forward these ports on your router:

TCP: 27015, 27036

UDP: 27015, 27031-27036

Step 2: Launch Treason

Step 3: Enable the Developer Console under Options->Advanced

Step 4: Hit the ~ key

Step 5: Type this command in the console and hit enter: sv_lan 0

Step 6: Now choose a map to play by typing this command and hit enter: map mapname

Step 7: You should now be loaded into your chosen map, you should now type this command in console and hit enter: heartbeat

Step 8: If you want the server to only be accessible to your friends, then type this command in console and hit enter: sv_password yourpasswordofchoice

That should be all you need. Your buddies should be able to find your server easily by going to the Find Servers section in the menu and checking the Friends tab.

Yeah nothing has changed, this still works. Make sure if you're hosting you forwarded the ports.
