I've been an Octane main since mid-late Season 4. I've played as him back when he was at the bottom of all legend tier list videos and I've seen him at his strongest in Season 8. So in my humble opinion, I believe that I can give some advice to players who've just unlocked Octane and want to master him

Spam his tactical. Never go a moment without injecting that green speed juice
Make sure to use the jump-pad as soon as you encounter another squad
Descend down upon them and try to pull a 1v3
Die
Yell at your squadmates
Leave the game
