震旦商队可交换部队（但不能自行招募）

Description
允许震旦的商队可交换部队，但是依然不能自行招募
和修改了military_force_type_feature_junctions_tables的mod不兼容
Sinian caravans can exchange troops (but cannot recruit themselves)
Sinian caravans were allowed to exchange troops, but still could not recruit themselves

@Nel 感谢反馈，看了一下应该是缺少了部分原版条目造成的，已更新

需要更新，过回合发生了闪退，反复测试后，关掉这个mod可以过

I had this on during an ogre campaign and for some reason this interacts with ogre camps not letting them change stance or Skill up. Noted if this mod works for multiplayer this could interfere with Cathay and any ogres. Also Probably Breaks AI ogres when playing cathay.

@赤色蛋黄EGG 抱歉是我疏忽了，现在商队应该可以正常交换事务官了；应该是最近的更新新增了一条代码禁用了交换事务官:lunar2019laughingpig:

这两个功能一致啊，应该是冲突了，你直接用Caravans of the Old World也一样的

目前我只能交换军队，不能交换事务官，是不是和我打了Caravans of the Old World这个MOD冲突了有关？
