It depends on the server owners and if they disable sv_pure. I'm pretty sure all official servers have sv_pure enabled, so you better look for community servers i guess.

So none of these workshop mods will work in multiplayer? What's the point then? Don't most of us play multiplayer?

They don't work in multiplayer.
You also need to activate them in the workshop tab.
