Context
On the first mission, you can find a sunken ship next to the UNATCO informant.

Entrance to the north dock where the UNATCO informant is located:

The informant:

If you turn around from the informant, you will see a pair of pile pole connected with fence rails:

If you crawl underneath the fence rails and look into the water, you will see a sunken ship:

If you are unaware, let me inform you: on this ship there are treasures that you do not want to miss. But there is a problem.

A closed door:

The door requires two lockpicks to be opened:

A hefty price, even for the treasures that await! However, there is an alternative way to crack this door open.
Easy, resource efficient entry
On the same dock you may find a collection of boxes:

Among these boxes is a TNT crate:

This TNT crate is a key to opening the door.

Pick up the crate and carry it straight to the edge of the pier where the ship is located:

Throw it into the water:

Now it should be located somewhere above the door. Don't worry too much about the precision: TNT is powerful.

What you should be worried about is not shooting the crate from too close, as you will take damage:

Instead, take as much distance as you can, aim carefully, and then shoot:

The explosion should open the door:

Enjoy your treasures!

But I can't think of any reason why people would even TRY to use lockpicks on the door, especially since it's underwater, and your swimming and lockpick skills are unlikely to be "honed".

Yeah, that's exactly what I've always done for 20 years, but it's a useful guide nonetheless.
