Tips for defeating higher leveled enemies

1. Abilities
For my preference, you should have Charged Heavy Attack, Sparta Kick, Hero Strike, Second Wind, Critical Assassination and Overpower attacks for the best damage possible.

2. Ways To Fight
Make SURE to dodge all enemy attacks at the perfect frame for 5 seconds of Slow Motion, to drastically increase damage. Use abilities when possible. Make sure to gun down the enemy at a distance before head on attacking, whilst doing this, remain out of conflict. When the enemy stops looking for you, critical assassinate them (you will have adrenaline from bow-ing them)
3. Make sure you are not attacking other enemies
If you are fighting, for example, a mercenary, cultist, or nation leader, you generally want to stay away from other enemies that are higher level. If you do get into conflict, either run away or draw your main target away from the other targets.

I prefer aggroing enemies 20-30 level higher than me in a middle of a military camp, and 3 bounty hunters after me. It's much more fun.
