Step 1
Open the folder where the game is located. You can go here by right-clicking the game in your Steam library, picking 'Manage' and then 'Browse local files'.

Step 2
Find the 'CivCity Rome.exe' executable file in this folder and right-click it, then select 'Properties'.

Step 3
In the 'Compatibility' tab, enable compatibility mode and set it to Windows 7, then press the 'OK' or 'Apply' button.

Step 4
Start the game normally (via Steam or executable) and see all your workers wake up and start working again. :)
Final note
This does seem to break alt-tabbing the game for me for which I haven't found a fix yet. So beware of that.

Changing the graphics in the game startup launcher will fix the lazy workers bug. You only have to do this once each time you turn on your computer.
1. Start CivCity Rome on HIGH graphics setting. Then exit the game.
2. Restart CivCity Rome on LOW graphics setting. Then exit the game.
3. Restart CivCity Rome on HIGH graphics setting. The bug should be fixed. Go ahead and play.

I changed to high video settings instead of superior. It worked for me.

Did this. Worked a treat initially.
Stone workers doing their job okay.
But wood workers have now gone back on strike.

If youre on windows 10, or any version perhaps, try the help here. Basically you delete the graphics config file, then verify local files thru steam. It worked for me, July 2023.

Save your game, exit out, verify your local files, open game and load file....works everytime.
