Requirements
In order to make your text different colors in the chat, there's really only a few requirements.

The first requirement is a hex editor.

My preferred hex editor is HxD which you can find http://mh-nexus.de/en/hxd/, it's also the hex editor I'll be using to demonstrate this in this tutorial, and it's 100% free.

The next is the list of hexcodes for each. Here's an image that shows all the ones I know of.
The color of "Testname" is what color the code to the right will output.
Getting colors in your chat. The "hard" part.
Okay, this part may seem difficult, but it's actually much easier than it seems, and I'll be sure to make it very clear with my MS paint skills. Lets get started...

Launch your Hex editor (I'm using HxD, and I cannot provide any assistance with any other hex editors as I've never used a different one. I'm sorry), and open a new file.

If you've never used a hex editor, there's 2 seperate columns. In HxD, by default there's no barrier that separates these 2 areas you can type. On the left, you have hex values... On the right, you have text values. In HxD these won't be distinguishable. You'll see what I mean though in the coming images.

After you open a new file, first thing you wanna do is go to the right hand side, and type in whatever color you plan to start out with.

As you can see, I'm gonna start with red, so I typed in red on the right hand side. The black line is the divider between the hex values and the text values. I also highlighted the word "red" to show you how if you highlight something, both sides will be highlighted. That's because for every character you put on the right side, it will be represented by a 2 character "code" on the left side, this is called a hex code. It's how we'll be getting colors.

Next, we wanna find the color code for the color red (If you're using a color other than red, just pick whichever other color you were gonna use, and use that code).

I'll lay out a table here with all the color codes, and what colors they produce.

Olive - 10
Pink - 11
Red - 12
Orange - 13
Dark yellow - 14
Light green - 15
Purple - 16
Grey - 17
Green - 18
Blue - 19
Brown - 0B (Some people have reported seeing this as white)
Lime green - 0C
Hot pink - 0E
Vibrant orange - 0F
Violet - 1A
Redish pink - 1C

Okay... So we're looking to get the color red. This chart tells us the hex code for red is 12, so we'll type 12 in the next space available for hex values.

You can then go and put a space after the '.' on the right side and type another color, and rinse and repeat.

Once you've got all the colors you want, you can save the file onto your desktop (Or anywhere else you'd like to save it), under any name. Then, go to open it, and it will ask you for a program to open it with. Open it with Notepad.

once it's opened you should see the color you typed, and to the right of it (Where the '.' was in the hex editor), you should see a symbol there. Copy that symbol (Ctrl + V), it's what you need to make your text that color.

Using your colors after getting them!
Okay, so to use the color, you copy the symbol after the color name (Not the '.', but the symbol that replaces it when you open the file with a text editor), and paste it in front of the text you want to color in game. It will show up as a box, but it will not show up in the message when you send it, it will just change the color of the text.

NOTE : You can also send these to friends in the game by typing them into a party chat, or a chat channel and having them copy/paste them too so you don't all need the hex editor.

If you need anything explained further, ask it down in the comments and I'll be glad to explain it to you further!

Thanks for reading, and heres a few of my other guides to check out!
