Takes into account shoes speed.

RunSpeedModifier from clothing items exists in vanilla but is not used.
This mod applies that RunSpeedModifier for the worn shoes of the local player.

• Vanilla shoes have an effective speed modifier.
  
• Modded shoes have an effective speed modifier. (depends on the modder choice)
  
• Can be added to any save (but you need to remove and re-wear the shoes for the effect to be applied).
  
• Can be removed from any save.
  
• Works in multiplayer. (to be tested)
  
• Can be deactivated independently from sandbox options when aiming / sprinting / running / walking.
