Ikit Claw is just Skaven Tsing Shi Tao from Command & Conquer Generals
Loves nukes: yes
Soups up his armoured units: yes
Basically the base faction but better in every way: yes

I'm half surprised he doesn't start chattering about 'the beautiful glow'.
Making skills for Ikit ain't easy, because you try not to overlap too much with his Forbidden Workshop - I had a similar problem with Throt.
With that in mind, five(!) skills for the Six-Billion Warptoken Rat
Field-Tested Weaponry ups the range and reload speed of all ranged units
Mark 13 Warp Grinders provides a limited boost to Warp-Grinders unit, so they're a bit better as a holding unit
Warpforged Weapons gives Stormvermin Weeping Blades, good for softening up those things that make it to close range.
Die-Now-Motors grants a mass, speed, and charge boosting ability to Doom-vehicles, making it nice and easy to run them through enemy units.
Tactical Redployment gives all Weapon Teams Wayfarer so they can run away from things better
