Launching command line as administrator might help, or just having look at the file/folder directly and set up permission there. Alternatively it can be that anti-virus software is blocking the app from accessing it.

The file it's refering to looks like it's managing all the animations Mr.Dead Cell does, with a ton of sectioned off bits of data named stuff like "atk Tombstone B5". I can go and open the file just fine myself, and I did the "view integrety of game files" thing steam lets you do and it found no problems.
You might have an issue with Java version but that's a different thing.
And I do hope that you are launching it through command line, and not just doeble clicking it and expecting it to do something.
For future refference it's also better to give as much information as possible. What exactly are you doing, what sort of error you are getting etc. Because if all you tell me is "I can't open it" I can just guess at what's going on.
