Not a bug - the service setup is wrong. Anti-social is very specific in how the food needs to reach the customers - you were half-right in how it's being received, but it can't just start there... it has to be pulled from another surface first.

Also, Anti-social is NOT specific on anything else other than the service. You can bus tables and take orders without risk of penalty as a result... it's only caring about how the food is reaching the customers. (In other words, all you really need is a Grabber to show up and you can try again!)
