Download a tool developed by Rick Gibbed named Gibbed.Illusion.ExploreSDS.exe from Here[community.pcgamingwiki.com] and extract it.

Step 2

Open Gibbed.Illusion.ExploreSDS.exe then click open SDS and find tables.sds which is located in SteamLibrary\steamapps\common\Mafia II Definitive Edition\pc\sds\tables

In the XML open /config/gameCamera/carCameraGamepad and change the value of free timemax to <FreeTimeMax value="15.0000" />

Save, exit, click save archive and name it tables.sds then click yes to "do you want to replace it".
