To unlock the achievement, you need to set up your investigation team as normal (buy: "Investigate outbreaks" and "Deploy field operatives").
After a while you will see in the news banner mentions about a Permaice drillzone in a specific country.
Send your field ops in that country and wait. Some ingame days later the country will start digging. Just buy "Vaccine research" and "Outbreak Intelligent unit" (requires "goverment partnership"). I bought also the Tier 1 acceleration for vaccine but on my mobile account that wasnt nessessary.

Just sit back and relax until you see a popup saying "Breakthrogh at former drillzero site" and enjoy your new achievement.

Hm thats strange, because those steps worked without a problem for me. It can be, that the underlining RNG prevented the "breakthrough" coin flip. For example I just tried it and it still worked (with that I mean, I got the breakthrough and vaccine booster pop up).
I also found, that you can start in russia (were 6 out of 7 Drillzero sites were located for me) and just sit there and buy the upgrades, after the fitting banner announcements.

RNG might cause the attempt to fail, sometimes it happens that the third banner message won't show up, probably because the infection is too widespread at that point.

This one didn't quite work for me so I went and searched for alternatives:
- Funding 'Investigate Outbreaks' and 'Deploy Field Operatives' is indeed required.
- Basically what you need to do is DO NOT go to the country mentioned in the banner until you get the message "DrillZero begins permafrost mining in Country X". This is the third message in a sequence of 3, preceded by "Experts warn permafrost mining in Country X may release pathogens" and "DrillZero announces expansion of permafrost mining in Country X".
- Once you get the third message, move your field operatives to the mentioned country but do not fund anything. You'll get a popup saying "DRILLZERO SITE CLOSED".
- Once that popup appears, fund 'Vaccine Research' and 'Outbreak Intelligence Unit', and keep your operatives in that country.
- After a bit you'll get the popup about the breakthrough and the achievement.
- Don't worry to buy additional Authority if you're running low.
