How to upload ships to the workshop
Make a new Folder
Open the Ship Library
Click the little tringle next to "My Ships"
Then Rightclick the "My Ships" Button and you should see two options, click "New Folder"
And name the Folder however you may like

Save you Ship(s)
Select your ship
Click the little Burgermenu in the Top Right of the Box
Then Press "Save Ship Design" (Second from top)

Click on your newly created folder on the left
Then on "Save Ship"
Be sure to properly name your ship!
(One thing to note here that you can also save multiple ships into this folder if you want to create a ship pack)

Uploading to the Workshop
Open the Ship Librery again
Right Click on your new Folder
Click "Upload to Steam Workshop"

Finally edit the future workshop page too your liking
Ship Collection Name: What the people will see in the Workshop
Description: Add any controls, lore or any other details!
Perview Image: What will be shown next to your Name
(You cn also just leave everything as is and later edit your Workshop page)

Once you are satisfied with everything you can hit the "Start Upload" Button and the Upload will begin!
Disclaimer: Once uploaded, don't panic, Steam needs some time to show your page to everyone!

I hope this guide will be helpfull in all your future workshop entries!

Jaja it's so f'ing complex people even created GitHub Actions in the GitHub marketplace to CI/CD publish the item for you:

Not sure if this 2 year old vid on Steamworks is still valid, but basically the game dev is responsible to provide the integrations & tools to develop & publish Workshop items, just like this Upload to Steam Workshop option, basically I think in the current state of the game, best bet is to upload a new item with the updated preview icon & deprecate the old mod version, which is bad since people will have to manually unsub & sub to the new mod item:

Seems to me like this way is the easy publish of a ship pack mod, but if you want more control you'll have to do a proper mod with the mod.rules file and the proper folder & file structure, unfortunately steam docs for the workshop I've been able to find is about enabling it, not proper development steps for workshop items, and is highly technical, so kind of lost here:
