In order to obtain the bandolier and higher tier weapon upgrades, you must first purchase ALL lower tier items using ores (tier 1 and 2).

Previously, bandolier can only be obtained if you've discovered three secrets exits. After update 1.0 (full release), it becomes purchasable with ores after purchasing all lower tier items.
