This guide covers the full list of changes from my massive mod REBALANCE.

ATOW the mod doesn't work with the current game version, but Weapons Pack does -- and it includes everything in REBALANCE! They're functionally the same mod, but Weapons Pack has a ton of new stuff too, from a flamethrower to an RPG!

Objectives of the Mod
REBALANCE aims to update classes and their weapons to feel more balanced, and generally make the game more fun to play. Guns are more distinct and varied, ultimates are buffed, and classes are more viable for longer.
  • Make every gun feel worth unlocking
  • Balance Ultimates to compare fairly to Sniper Support
  • Don't change star costs, balance guns around existing costs
  • Change as little as possible and limit overhauls
  • Focus on fun, not real-world gun gun attributes
  • Add more ways to tackle armor (esp. for Shield/Agent)
  • More silenced weapons!
  • Make pistols more varied
  • Make Shield more interesting in solo
  • Make revolvers badass
  • Make ODG more distinct from Assaulter
  • Make Recon faster
  • Buffs not nerfs!

Notes
Terms Used
Some values in this guide at given as "STK" which means "Shots to Kill", ie. the number of shots it takes to kill an unarmored hostile.

Warning: Disabled Progress
Using any mod that isn't a level will prevent star ratings from saving. It's a huge shame, but that's just the way the game is. But there is a workaround: You can still save stars if you use this mod's files to overwrite the game files manually. A guide for this is here:

Gameplay
  • Extra Gear now gives you 2 items, instead of 1.
  • Bomb hostages have a much lower chance of running towards you (25% > 10%).
  • Detonator D*ck explode chance reduced (40% > 30%).
  • Barrels have less health and will now explode after a few shots (HP 750 > 200).
  • Reduced some skill perk costs for Agent, Recon and ODG (no more "just out of reach" builds at level 18!).
  • Sound - Sliding door pressure sound volume reduced (most noticeable on the train level).
CLASS - Assaulter
Overview
  • PDWs are completely rebalanced. Their damage has been buffed, and they now increase your movement speed due to their compact size. Compared to the M4A1 and MCX300, they consume ammo faster but have much more manageable recoil.
  • MP7 PDW:
    • Increased damage. DPS is on par with the M4A1, but it burns through ammo quickly. Recoil is manageable in 3-4 shot bursts (compared to the M4A1's 2-shot burst requirement).
    P90 PDW:
    • Increased damage. DPS is on par with the modded MCX. Virtually no recoil and no ranged damage loss, giving the P90 excellent long-ranged precision. Its huge clip and lack of recoil management makes it perfect for co-op with less experienced players.
  • M4A1:
    • Unchanged. Strongest at medium range in 2-shot bursts. Very high DPS, but has high recoil and high ranged damage loss.
  • MCX300:
    • Now a worthy competitor to the M4A1, the MCX has a lower fire rate but no ranged damage loss, guaranteeing a 2-STK (compared to the M4, which can be a 3-STK at range). This reliable damage makes reloads infrequent, and makes it easier to manage your battlefield strategy.
    • Note on MCX's reduced fire rate: The vanilla MCX is an excellent weapon. Its huge recoil is offset with an incredibly fast recoil recovery, making shooting in 1-shot bursts a necessity, and its lack of ranged damage loss makes it technically superior to the M4A1. But without this being clear to players, it immediately feels unusable. Its new reduced fire rate essentially emulates the approach you'd need to take in vanilla, giving you recoil-free fire up to 6 shots. Its max spread is also halved, so when the recoil kicks in, it's much less jarring.
  • LMG Ultimate:
    • Now way more powerful, with higher damage and more penetration. It's reduced recoil makes burst fire much safer around hostages. Also, IT CAN BREACH.

Exact Stat Changes
  • MP5A3 SMG:
    • Unchanged.
  • UMP45:
    • Unchanged.
  • MP7 PDW:
    • Increased damage (18 > 35, STK: 6 > 3)
    • Bonus to movement speed: 10%
  • P90 PDW:
    • Increased damage (17 > 30, STK: 6 > 4)
    • Increased reload speed (2.0 > 1.8)
    • Removed almost all recoil
    • Bonus to movement speed: 5%
  • MCX300 Carbine:
    • Reduced fire rate (10 > 8) (this is a buff!)
    • Increased damage very slightly, so "damage" gear stat is different to M4A1 (55 > 65)
    • Reduced recoil (fAimErrorMaxFOV: 0.65 > 0.3, fAimErrorMulPerShot: 3.8 > 2.5).
  • LMG MK46 Ultimate:
    • Increased damage (STK: 4 > 3)
    • Reduced recoil (fSpreadFOV 0.05 > 0.01, fAimErrorMaxFOV 0.25 > 0.2)
    • Reduced movement speed penalty (55% > 40%)
    • Reduced damage reduction on hostile penetration (0.6 > 0.4), giving it much higher penetration
    • Can breach doors!!
CLASS - Breacher
Overview
  • Breacher's HP is increased to help him last longer in ranged battles.
  • Pump Action Shotgun:
    • Unchanged, still a good starter gun.
  • M870 Room Clearer:
    • Higher fire rate with the fastest shell reloads in class. Like in vanilla, it's the only shotgun that doesn't slow you down while shooting, and it no longer has the unique attribute of slowing you down while holding it -- actually, it now speeds you up a little, making this a very speedy gun to use. Not quite the steamroller that the Semi-Auto is, but
  • Semi-Auto Shotgun:
    • Unchanged, vanilla version is well balanced.
  • S12K Tactical:
    • Totally overhauled. It's now based on the AA12 from the early Call of Duty games, with a crazy fast fire rate and very low spread.
    • Compared to the Semi-Auto, the S12K now offers much higher DPS (560 vs. 440), but has no slugs with a generally slower reload time owing to its clip-based reloads.
  • KSG Twin Shotgun:
    • Now has a much higher fire rate.
  • HK12:
    • Unchanged. It's horizontal spread mode is still tighter than the S12K, but it's recoil prevents fast slam fire shots hitting at range.
  • SIX12
    • No longer unusable like in vanilla!
    • The SIX12 has been buffed all round, making it one of the most versatile shotguns.
    • With the right perks, it's slugs have a much a lower chance to hit hostages.
  • Breach Saw:
    • Now you can rampage with a breach saw! It lasts longer, cuts down doors faster, and increases movement speed while held and using. Great fun against melee hostiles.
    • (Note: taking a buzzsaw to a gun fight is a risky bet. Press alt fire to discard it if things heat up.)

  • KSG Twin Shotgun:
    • Increased fire rate (2 > 3.2)
  • S12K Tactical Shotgun:
    • Increased fire rate (2.8 > 3.5)
    • Increased reload speed (1.65 > 1.5)
    • Decreased spread massively (Spread 1.1 > 0.05, Max spread 1.1 > 0.15)
    • Increased mobility (movement speed while shooting 0.3 > 0.15)
    • Reduced ranged damage loss (fBulletDamageLossPPx 0.035 > 0.015)
  • SIX12:
    • Increased fire rate (buck 2.2 > 4, slug 2.2 > 2.5)
    • Increased recoil cooldown (fAimErrorCooldownPerSec 1.2 > 2.2)
    • Reduced max spread (fAimErrorMaxFOV 1.1 > 0.6)
    • Reduced slug recoil (AimErrorAddPerShot 0.5 > 0.1)
    • Reduced slug initial spread (fSpreadFOV 0.035 > 0.02) - perfect accuracy with Rifled Slugs perk
  • Breach Saw Ultimate:
    • Increases movement speed
    • Increased clip size (25 > 50)
    • Increased door breach damage (20 > 40)
CLASS - Shield
Overview
  • Shield got a lot of love in this mod!
  • All her pistols have a higher fire rate.
    • You can spam the fire button in vanilla to achieve the same thing, but this mod keeps things consistent by giving the guns a consistent DPS no matter how tired your fingers are.
    • You can still spam fire (ie. rapidly tap the fire button) to sacrifice accuracy for huge DPS, but with many guns this may no longer be necessary.
  • Gun Descriptions:
    • Her guns don't have alts, so now they all have descriptions where the alt text would be. This should save you having to refer back to this guide to see what they do!
  • Stats:
    • Gun stats now display Accuracy, instead of Recoil, which gives you a better idea of each weapon's handling.
    • The stat shows you accuracy over a few shots, not just the first.
  • P226:
    • Now has the fastest reload in her class by far.
  • MP40:
    • Buffed overall.
    • Strongest at range, with little damage loss over distance and fast recoil recovery.
    • Best in 3-round bursts.
    • Can land 2 shot kills STK with Lady Justice criticals in close quarters.
  • 1911:
    • Recoil is more manageable.
    • Now has the same AP (1) as Shield's other basic pistols.
    • Very little ranged damage loss.
  • F7AP:
    • Now fires faster, and retains vanilla's great accuracy, low recoil and huge clip.
  • SWAT Revolver:
    • Huge damage potential one shot criticals with Lady Justice!
    • Also reloads faster.
  • Tactical Shield - Shield Bash Alt:
    • Now has higher breach damage. You can break doors in two hits, with a bash and a kick.
    • This makes Shield feel faster and more unique, especially in single-player.
  • Rifle Resistant Shield:
    • Reduced reload speed penalty to match Tactical Shield (-15%).
    • Retains its unique movement speed penalty.
  • Rifle Resistant Shield - New Alt:
    • Emergency Grenade. Sacrifice armor to protect your health from melee.
    • Very powerful with shield HP perks, and with points into the team Strategic Points Gain bar for fast armor recovery.
    • Perfect protecting your health from melee attacks, and its large stun radius makes it surprisingly versatile.
  • SMG Assault:
    • Heavily buffed. It has a larger clip, does more damage, and tears through armor.

  • G17 Pistol:
    • Increased fire rate (5 > 8)
  • P226 Pistol:
    • Increased fire rate (5 > 7)

    • Increased reload speed speed (1.35 > 1, fastest in class)
  • M&P .40 Pistol
    • Increased fire rate (5 > 7)
    • Reduced ranged damage loss (0.1 > 0.03)
    • Increased accuracy (fSpreadFOV 0.065 > 0.03)
    • Increased recoil cooldown speed (1.7 > 2.2)
  • 1911 Pistol:
    • Increased recoil cooldown speed (1.3 > 1.1)
    • Added AP (0 > 1)
  • F7AP Pistol:
    • Increased fire rate (6.2 > 9)
  • SWAT Revolver
    • Increased damage (45 > 76 - STK: 3 > 2, with Lady Justice: 3 > 1)
    • Increased reload speed (1.85 > 1.5)
    • Increased range slightly (fBulletLife 0.28 > 0.32)
    • Removed ranged damage loss (fBulletDamageLossPPx: 0.08 > 0.0), this fixes 1-shot criticals not proc'ing at range
    • Increased AP slightly (1 > 2)
  • Tactical Shield:
    • Increased Shield Bash breach damage (45 > 55)
  • Assault Shield:
    • Blinding Flash can now be triggered in the air (WPN_SHIELD_FLASH)
  • Rifle Resistant Shield:
    • Reduced reload speed penalty (-25% > -15%, same as Assault Shield, but kept -10% move speed)
    • NEW ALT: Emergency Grenade (10s cooldown)
  • SMG Assault Ultimate:
    • Increased damage (16 > 25, STK: 7 > 4)
    • Increased clip size (25 > 30)
    • Added high AP (0 > 4)
    • Text now mentions AP
CLASS - Agent
Overview
Agent now has a silenced 1911! And two of her pistols now have a bit of AP, giving you more choices against armor.
  • MP40:
    • No longer a "must skip" weapon, it now has a unique fast Double Tap with a very short cooldown.
  • 1911:
    • The poor mans agent's M1076 is now a silenced pistol, and the recoil is more manageable.
    • It keeps its fast recoil recovery and low ranged damage loss, making it great for stealth kills from a distance.
  • F7AP:
    • Now a lot more powerful, its increased damage lets you 3-STK hostiles, or 2-STK with Double Tap.
  • FBI Revolver:
    • It's new unique Fast Aimed Shot has a incredibly short cooldown, to help you make the most of the small clip and keep Agent moving quickly.
  • G18C Auto Pistol:
    • Now has a single-shot alt (community suggestion), making it slightly more practical to use, and safer around hostages.
  • Akimbo Pistols:
    • Now have high AP on par with F7AP (3), giving Agent a new and reliable way to eliminate armored hostiles.
  • MP5K:
    • Now has a small amount of AP (1, instead of 0), making it slightly more viable in later levels.
  • MP5K + Cherry Darling:
    • Agent's last Tactics perk in vanilla removes MP5K's recoil, but now it increases its damage too. Your bullets will sail over the hostages and take out hostiles quickly.
  • Melee (Knife):
    • Increased damage slightly. It now kills in two hits with 8 points in Melee tree, instead of needing 10 points.
    • It's also got a bit more range, making it easier to roll up to an enemy and slice 'em up without missing your target!
  • Skills:
    • Big Banger skill perk costs 1 point less.

CLASS - Recon
Overview
  • Recon was always a difficult class, requiring investment and practise, so his difficulty is now set to "Hard".
  • Recon moves faster and climbs much faster, to better match his description of "fast". (He's still slightly slower than an unarmored Agent).
  • His vanilla guns are very well balanced so needed only a minor tweak:
  • MP5 Suppressed:
    • Set AP to 1 (up from 0).
    • It already has the lowest DPS, this makes it less terrible against armor.
  • Markman Rifle:
    • +1 to clip size (now 6), making it last a little longer.
    • Can now snipe enemies who are behind cover - it's the only weapon that can do this!
    • Can now shoot from air (trick shots now possible!)
  • Skills:
    • Double Tools skill perk costs 1 point less.
    • New Skill: Fast Feet (Recon branch): Increases speed by 10%. Great fun in single player.

Exact Stat Changes

    • Increased movement speed (81 > 90)
    • Increased climb speed (30 > 40)
  • Skills:
    • Double Tools costs 1 point less

  • Marksman Rifle Ultimate:
    • Clip size increased slightly (5 > 6)
    • Can now snipe enemies who are behind cover
    • Can now shoot from air
    • Description now mentions its damage buff feature
  • QoL
    • Difficulty set to "Hard"
    • MP5 Aimed Shot renamed to "Silenced Aimed Shot"
CLASS - ODG
Overview
  • ODG now moves and climbs slightly faster, helping you maximise your Twinkie invincibility time.
  • Trapper Rifle: Decreased initial spread by half, making your shots much less likely to hit hostages. It also now has a bit of AP, making it slightly more viable against armor -- so if you want to storm the final chapter with it, you can now (good luck!)
  • Tricked-Out AK: ODG's AK is now even more tricked-out, and comes with silencer! This makes him even more unique, being the only class with a high-powered silent weapon, and is perfect for stealth co-op with Recon.
  • Garand: Larger clip and less recoil makes this Ultimate feel even more powerful.
  • Twinkie: Now lasts for 12 seconds (up from 5). A new sound effect tells you when its run out.
  • Skills: Twixie & Plates cost 1 point less.

  • Trapper Rifle:
    • Decrease initial spread (fSpreadFOV 0.05 > 0.025)

  • Twinkie

Text Changes
These text changes aim to make every bit of text in the game explicitly clear.

Text - Classes
  • Assaulter - Mag Ready gear now mentions unlimited uses & 10 sec cooldown
  • Breacher - HK512 Shotgun alt name changed to "Change Shot Spread"
  • Breacher - "Recoil" skill branch fixed, now named "Rate of Fire"
  • Breacher - Weak Spotter perk: Makes it clear that the perk gives shotguns AP
  • Breacher - 1911 Pistol: Mentions 4 * 7 uses
  • Breacher - 1911 Pistol & Speed Loader: Text made consistent with other descriptions
  • Shield - Alt text gives weapon descriptions (unfortunately only possible with Shield as she has no alts)
  • Agent - FBI Armor is now distinct from Improved Armor, to show the slightly different stats it has in vanilla (both still unlock at once)
  • Agent - Description for roll damage reduction skill now mentions base damage reduction (50%)
  • Recon - Marksman Rifle now tells you about its aimed damage buff feature
  • Recon - Mp5A3 now all in caps (MP5A3)

Text - General
  • Skills - Skills affecting critical hit chance now state what that means (+33% damage)
  • Gear - Item counts now shown below description (instead of changing the item name)
  • Gear - Item count shown in brackets, eg. (4). Numbers aren't dynamic, don't change with perks
  • Gear - Renamed "Breaching Charge" to "C4" (to better hint its versatility)
  • Gear - "Improved Armor" speed debuff text fixed (all classes but Agent only have -10 speed)
  • Gear - "Improved Armor" for Agent renamed to "FBI Armor" to differentiate with main Improved Armor
  • Workshop - The "no levels" message now mentions enabling them from the Workshop menu
  • Workshop - Text for incompatible mods is a bit easier to understand
  • Workshop - Text for custom levels mentions enabling them in the Workshop menu
