I did solve this horrendous bug (shame to the devs for not having fixed this in a long time) myself without using the savegame of anyone, i just replayed the chapter 2 part leading me to the western zone, so, listen to me, the VERY FIRST TIME you go to the western zone DON'T talk to the MINER >>> IGNORE HIM <<< later, when you'll progress in the game and you will return in the western zone, ONLY AFTER you helped the shaman and only WHEN you will have the shaman at your disposal, only then, talk to the miner and talk about the Wendigo (the icon will appear in the miner options) after that, go to the Shaman and talk with him, the Wendigo icon will appear and you will finally be able to progress with the game.
I was stuck for over one day thinking was my fault, but was developers fault instead :-(
