What you should do first
1. Have a Cliff Empire save (new game or existing)
2. Ensure "view hidden files & folders" is set to active in Windows
3. Backup existing saves just in case you change something you're not supposed to

This guide is going to involve editing your save file which you do at your own risk.
How to find & modify your save file
Navigate to this directory in the Windows File Explorer:

C:\Users\"your account name"\AppData\LocalLow\LionsShade\Cliff Empire

Here you'll see text files marked with the ".save" extension with ".jpg" files of the same name that are the reference file for the save thumbnail. As no doubt you've guessed, these are your save files. Find the .save file of the save you wish to modify and open it using Notepad.

This file contains in excess of 15,000 lines of data associated to the saved game. I don't know what they all represent, in time perhaps, but for this guide we're just worried about resource attributes.

Hit "Ctrl + F" to bring up the "Find" tool and type the word "True" without quotations in the search box. Ensure that the search direction is set to down & hit the "Find Next" button.

You'll be met with similar looking data as shown below. What we're interested in are the sections marked by red boxes. Most of the resource attributes are marked by two identical numbers except for Credits and Matter & Uranium Deposits. I'm not sure why there's duplicates but you ONLY need to change the bottom of the two numbers to modify its state in game. Basically 1.0 = 100%, so 0.50 would equal 50%. Fish is always 100% when a lake is present & 0% when there isn't but I'm not sure where it's listed yet.

You'll need to repeat these steps for each cliff. Unfortunately I haven't found anyway of easily identifying what data belongs to which cliff, you'll just have to make changes then see which cliff has been affected. Just keep using the "Find" function to navigate to the next cliff's data.

When you're done modifying your file, go to "File" & "Save" then just load your game & the resource attributes of your cliffs will be changed.
Closing statement
I hope you find this guide helpful & have fun tweaking your cliffs to your liking, though I'd encourage you to play through the game properly before trying modifications.

Have fun!
