Slow Motion Kill Feedback

Opis
a simple slow motion effect
do feedback when npc killed

conflicts with other time controlling addon

commands:

smkfb_enable (default 1) - enable effect

smkfb_trasin (default 0.2) -how long does the effect fade in

smkfb_trasout (default 0.7) - how long does the effect fade out

smkfb_mintimescale (default 0.4) - what's the minimum time scale

smkfb_transreputa (default 10) - timer reputation (more is smoother, but needs more cpu power)

creepersammyb all addons mess with arc9 because all of them change host_timescale or for arc9
some client_timescale command

im trying to make a more tacticool/"realism" focused gmod experience and this should do nicely :)
