I also ignored everything in the third layer and just ran to the nearest exit on every map while doing the main quest to get black whistle ASAP since going back up from the bottom of the third layer was a nightmare.
You don't need to make the hatchets, it can be dropped from backpacks in second layer.
I beat Ozen by baiting the grab, jumping back, immediately charging the hatchet and holding up (this charge moves you forward a lot) and then jump back since this also baits the grab. While the curse was on, she either blocked every hit or did nothing. The only attack i had to learn to dodge is when she shotguns boulders.
Hunger consumption shot up after equipping the rewards; i still have to confirm if its the hat of the charms fault.
So I often end up dying instantly to a madokajack after spending much time grinding for items. I don't feel like I will ever be strong enough to reach the 4th layer. Am I supposed to bring a ton of supplies and gun it all the way down to the 4th layer with reckless abandon? I'm unsure how to beat the 3rd layer, and I've noticed I can't go back up/have much difficulty going back up after hitting the 4th layer.

I am new to the game, but I've learned that ropes just vanish the second you leave, this statement is phrased in such a way that it makes it sound like ropes are permanent, and environmental changes are not.
bring lots of stew, around 4-5 relic hatchets (the first one you unlock), go into the fight, let her pick you up, once you land start attacking her, for some reason (prolly cuz she doesnt want to kill the player seriously) she wont pick you up if your curse is maxed out, once your curse starts going down back away, eat soup, repeat
I am also very surprised you emphasize bringing multiple weapons to avoid breakage. Rocks and animal bones to craft replacements are everywhere; I'm only on the first layer so far but it's not uncommon for me to return from an expedition with more small hatchets than I set out with. (Except for that time I spent too long in Twin Falls and spent all my weapons on 3~4 constantly respawning birds which don't drop bones; thank you SO MUCH for explaining how the spawning works.)
